A fab true-vintage desk tidy, made in West Germany. Being West German it pre-dates 1990, so circa 1970s to 1980s.
Fun retro, pop-art, space-age design, with simple tubular plastic columns. Much like Tidy Tubs or Helix products from the same era, it has six tubular compartments for pens, rulers, and smaller desk accessories, in varying heights. It's an unusual satin black hard moulded plastic (not glossy and shiny). Stamped to the base with 'Made in W. Germany', unknown brand.
15cm tall x 13cm wide x 13cm deep. Good condition. Being vintage plastic it does have a few tiny surface marks, and a middle column has a rubber band stuck inside. 
Great idea for organising any retro office or man cave!
