A Robert Welch design cookbook stand, from the Victor Cast Ware range. Designed in 1986, this is probably from the 1990s or so. It's made from solid cast iron, coated in matt black, with two weighted retaining cords to hold your pages in place. The weights are matching black cast iron. It's very heavy sturdy solid cast iron. 
Roughly 26 x 27 x 11cm. The ledge for holding a book is narrow - 25 x 1cm (so not very practical). 
Very good condition, see photos (these rust and tarnish easily; this is very good). The adjustable tilt works well and holds in place. A lovely version of the design, perfect as a prop in a retro black and white kitchen.
