A vintage Robert Welch design 'table heater', made by Victor Cast Ware, Telford.
Designed in 1988, this is probably from that late 1980s or 1990s era. Made from solid cast iron and coated in matt black (stove enamelled cast iron). Designed to hold two tealight candles below, with two raised adjoining flat rounds above - ideal for keeping warm a couple of pans or serving dishes for the dining table. Four legs, and stamped with "R.Welch Design" and "Victor England" to the base. 
37.5 x 19.5 x 6cm (long and low). Weighs apx 2.9kg... very heavy solid iron. 
Good condition. Some natural patina patches - small rust spots/marks to the black on closer inspection, please see all photos. The ends of the legs have rust. A couple of other insignificant marks. Fully functional and looks great on display, great as a prop or for a table centre.
