A vintage studio pottery/stoneware small plant pot holder by Rye Pottery, Sussex. The base stamp dates it to 1957-1969, mid century. Rye Pottery was John Cole and Walter Cole, with Marjorie and Tarquin - this is very likely to be by John Cole. 
The planter has been wheel thrown and is round and simple. It's been glazed white then hand painted in shades of dusky pink with sgraffito vertical stripes (and some natural tiny white bubbles). 
The inner bottom is about 5.5cm diameter; it would hold a plant pot of 7-9cm tall - so more for your succulents, cacti etc. Indoor use only. 
9.5cm tall x 10cm wide rim (7cm wide base). 
In great condition with no real signs of age. No chips or crazing. Being handmade there are little quirks within the workmanship and firing from manufacture, some bubbles/dots in the colour etc.
